Horseshoe Farm Park is a 146 acre site located in an oxbow on the north side of the Neuse River. This was the first park master plan to be planned under the City’s new public participation process. HagerSmith Design facilitated the year long public process and developed the final master plan for the park.

In 2007, the Raleigh City Council approved a “first phase” version of the plan which includes the river launch facility, playground, picnic area, restroom facilities and trails.
